We entered a Protected Trust Deed in January, 2010 and finished payments in August 2013. I was told that finalization would be about 2 months and, when I checked in mid-October,, I was told 'the rules have changed and will take another 3/4 weeks to complete'. When I checked in mid-December, I found that the management company had changed (from RSM Tenon to Apex Debt Solutions) and that RSM Tenon had gone into administration (not a good advert for debt management. In addition, I was told that the forms had been passed to their Edinburgh office (with a hoped for completion of 'end of month').
My query is this - Are our trust deeds complete and can we resume 'normal financial activities' (re-mortgage, if possible, and update our life insurances)

It's well documented that RSM Tenon got into financial difficulty and the business was purchased by Baker Tilly. The Scottish insolvency RSM Tenon business subsequently became Apex Debt Solutions. It's likely that your trustee and the staff you've dealt with in the past (through these changes) have remained the same.
I'd suggest contacting Apex Debt Solutions to confirm if you've yet been discharged.
Remortgaging might be complicated if you've got recent issues on your credit file. I wouldn't expect you'd have a problem getting life insurance.
Assuming you used your real name and location when registering for this forum then a quick search of the register of insolvencies confirms that you are yet to receive your discharge.
As TDA advised there are clearly reasons why such a delay occured but best to give Apex a phone to ask for a likely timescale for your discharge.

Apex have stated that they should have everything completed by 'end of the month', but RMS Tenon also said that in September. Have asked them for explanation of delay, but expect to be told that we slipped through the cracks when going into administration.

There were a number of reasons why things got held up with the transition from RSM Tenon to Baker Tilly and Apex.
They're resolved so hopefully things will now progress as you have been informed.
