Hi redadair.

Does the answer on your previous question help to answer this question?

I'd think they should already know what they need to for your trust deed to be discharged.

reading some answers in the forum similar delays, some answers say closure can still be completed whilst company still waiting for refunds. is this dependant on time of initial start date of TD

It isn't in connection to VAT.

Firms have just needed to get a handle on what they need to do. Many have done this and concluded they can get on with discharging their clients.
